THE DEEP STATE AS A HIDDEN CIRCUIT OF POWER
The term "Deep state" refers to a hidden level of power in the dual-circuit system of government that emerged in England after the Glorious Revolution of the 17th century and was subsequently inherited by the American political elite.
The dual-circuit system includes:
• Hidden circuit - the core of power, which includes members of closed societies, representatives of influential families, the leadership of the special services, oligarchic and corporate clans. This is where decisions are made.
• Visible circuit - the elected political leaders, the state bureaucracy, the management of the leading media and the participants of open clubs and councils. They implement the decisions of the hidden level and at the same time serve as a screen, hiding the real power from public attention.
The meaning of the dual-circuit model of power is succinctly expressed in the first postulate of Cosimo de' Medici's ideal power: "True power must be secret". Such power - unlike public power - is unaccountable, invulnerable, inaccessible to criticism, and not subject to overthrow. [1]
THE DEEP STATE AS PART OF THE ANGLO-AMERICAN ESTABLISHMENT
In essence, the US "Deep state" is the American branch of the Anglo-American establishment - a geopolitical alliance that formed after World War I. At the same time, the leading role in this tandem is traditionally played by the British side, which is explained by:
• the historical maturity of the Foreign Office,
• the superiority of the British intelligence services,
• the stable influence of London on the US Democratic Party,
• the activity of English Freemasonry in the US. [2]
The activities of the English branch are described in detail in the works of historian Carroll Quigley, and the structure and functions of the American branch are described in the works of economist Antony Sutton. A generalized analysis and development of their research is presented in the book "Syndicate" by former MI6 employee, historian Nicholas Hagger.
According to the works of the mentioned authors:
• The core of the British establishment was the Rhodes-Milner group and its public organ, the Royal Institute of International Affairs (Chatham House, founded in 1919), which published the authoritative journal International Affairs. The main instrument of British penetration into the United States was the Round Table movement, founded in 1909 and representing an association of organizations advocating for a closer union between Great Britain and its self-governing colonies.
• The core of the American establishment was the secret society Skull and Bones, which united influential Protestant families in the United States, and its public platform was the Council on Foreign Relations (CFR, founded in 1921), which published the journal Foreign Affairs.
THE BIRTH OF THE ANGLO-AMERICAN ESTABLISHMENT
The initiator of the Anglo-American tandem was the Rhodes-Milner group. Faced with the loss of world dominance after the First World War, the British elite sought ways to maintain the Empire's influence in the new geopolitical conditions. In this direction, the group formulated three strategic goals:
1. To return the United States to the orbit of the British Empire - through the promotion of pro-British influence groups in US government institutions and the American media. In other words, it was supposed to introduce an "alien" into the American system who would turn America into a British golem.
2. Transform the classic colonial empire into a hidden post-colonial one, less vulnerable and less expensive. Such an empire would have to rely not on military force, but on the City of London, the secret services, the global media and the US "Deep state".
3. To expand the influence of the hidden British Empire throughout the world.
These goals were largely achieved. [2] The relative immaturity and provincialism of the American elite in the first half of the 20th century opened the way for British influence on the Council on Foreign Relations, the State Department, and the CIA, which led to a partial loss of political subjectivity by the United States.
THE PENETRATION OF SHADOW POWER INTO US GOVERNMENT INSTITUTIONS
The penetration of British agents into US government institutions began shortly after the founding of the Council on Foreign Relations (CFR) in 1921. American journalist William T. Still notes in his book "New World Order":
"Immediately after its creation, the CFR began the process of replacing pro-American politicians with Anglophiles in both chambers of the American parliament. If in 1923, 69% of members of Congress and 63% of senators held a pro-American position, then by 1948 this percentage had dropped to 54% and 53%, respectively. By 1984, the share of pro-American politicians had dropped to 12% in Congress and 14% in the Senate." [33]
The CFR takeover of the US government accelerated sharply in 1939, amid the outbreak of World War II and the development of plans to create the United Nations. As a result, in 1945 both houses of the US Congress voted for the United States to join the UN.
American journalist Neil Wilgus writes in his book "The Illuminoids":
"In 1939, when World War II began and the League of Nations effectively ceased to exist, American groups associated with the London Round Table attempted to seize the initiative in world governance. That same year, the CFR offered its services to the State Department. By 1940, the State Department had created a "Special Research Office" under the leadership of CFR member Leo Pasvolsky. The office's task was to develop a plan for a new League of Nations, which later became known as the "United Nations"." [34]
"The American delegation to the first UN conference in San Francisco in 1945 included at least 47 CFR members. They occupied almost all the key decision-making positions." [35]
Nicholas Hagger in his book "Syndicate" adds details of how British agents penetrated the State Department through the CFR, gaining access to the formation of the US foreign policy agenda, and then to the mechanisms of influence on the UN:
"By 1939, the Council on Foreign Relations had complete control of the State Department. It was funded by the Rockefeller and Carnegie foundations. In 1940, the State Department created the Office of Special Studies, headed by CFR member Leo Pasvolsky. It was the CFR that coined the term "United Nations" and determined the composition of the American delegation to the founding conference of the United Nations in San Francisco in 1945, at which 47 American delegates were CFR members. In December 1946, the Rockefeller Foundation contributed $8.5 million to purchase a site in Manhattan for the construction of the UN headquarters. (David Rockefeller headed the CFR from 1970 to 1985.)" [3]
Unlike the US State Department, where British agents penetrated under the cover of the CMO and the Round Table, the formation of American intelligence structures was carried out with the direct participation of Great Britain. This is directly stated in publication on the official website of the CIA:
The assassination of President John F. Kennedy in 1963, followed by the impeachment of President Richard Nixon in 1974, cemented the dominance of the Deep state in the US political system. [5] The triumph of this force was demonstrated by the bombing of the World Trade Center towers in New York on September 11, 2001. [6]
UNITY AND STRUGGLE WITHIN THE DEEP STATE
Under the influence of the British side, the American branch of the Anglo-American establishment (what is commonly called the US "Deep state") has become a field of competition and cooperation between pro-British and pro-American influence groups.
A striking example of this competition was seen in the 2008 Democratic primaries, where pro-American candidate Barack Obama faced pro-British candidate Hillary Clinton. Obama's campaign was financed by the Chicago Pritzker clan [7], while Clinton's was sponsored by the Rothschilds, the oldest symbol of British influence. [8]
On the international stage, both groups demonstrate unity, especially in promoting globalist initiatives aimed at limiting national sovereignty and civil liberties, such as the climate agenda, the goals of "sustainable development," and pseudo-pandemics. However, on regional issues, the positions of the parties sometimes diverge significantly. Thus, on the question of the future of the Soviet Union, the British elite insisted on its complete dismantling, while the Americans promoted the concept of "convergence" - a soft transformation and integration into the Western system.
THE ANTI-ISRAEL POSITION OF THE ANGLO-AMERICAN ESTABLISHMENT
On the issue of attitudes towards Israel, the Anglo-American establishment demonstrates a rare unanimity - and this unity is openly hostile. Moreover, this position has persisted since the founding of the Jewish state.
• In 1947, US Secretary of State George Marshall opposed the creation of Israel, coming into direct conflict with President Harry Truman. Despite pressure, Truman insisted on it, relying on the political influence of the American Jewish community.[9]
• In 1948, the State Department launched a major pressure campaign against Jewish leaders who supported Truman, threatening to provoke a "wave of anti-Semitism in the United States." [10][11]
• Since the Hamas attack on Israel on October 7, 2023, the Jewish state has found itself embroiled in a brutal war on five fronts: with Iran and its proxy forces Hamas, Hezbollah, Iraqi Shiite militias, and Yemen's Houthis.
The sixth front was no less difficult for Israel - the confrontation with the "Deep state" of the United States. This structure with all its might sought to preserve the terrorist half -ring around Israel and prevent the strike on the nuclear infrastructure of Iran. [29]
The key's mouthpiece of this line was the Foreign Affairs magazine - the official body of the Council on International Relations, which forms the agenda of the global media. At the height of the conflict, he published dozens of articles criticizing Israel for attempts to break out of a deadly vice of a terrorist environment. [30]
President Biden and Secretary of State Blinken have increasingly pressured Prime Minister Netanyahu, first to reduce the intensity of hostilities, then to press for a full ceasefire and a deal with Hamas and Hezbollah, using American arms supplies as their main leverage. [29]
When Iran launched a massive missile attack on Israel on October 1, 2024 - firing some 200 ballistic missiles - the Biden administration demanded that Netanyahu refrain from retaliating against nuclear and oil facilities in Iran. [29]
• The wave of anti-Israel and anti-Semitic stances that has swept Ivy League campuses since the Hamas attack on Israel has further confirmed the continued anti-Zionist stance of the "Skull and Bones" society, whose social base is the Ivy League universities, and Yale in particular.
In Great Britain, it is not only the Foreign Office that takes an anti-Israel position, but also the Cabinet and the Royal Family. [32]
• In 1945, Great Britain initiated the creation of the Arab League, the largest international anti-Israeli bloc. [12]
• In 1947-1948, British intelligence agencies operating in Cairo, Amman, and Baghdad coordinated preparations for a military invasion by Arab armies into the territory of the future Jewish state. This plan was implemented on May 15, 1948, when the armies of five Arab countries - Egypt, Syria, Jordan, Lebanon, and Iraq - launched a joint attack on Israel.
• When it became clear in January 1949 that the Arab states were unable to destroy Israel, Britain itself decided to enter the war against the Jewish state. British Foreign Secretary Ernest Bevin issued an ultimatum: if the Israeli army did not leave Egyptian territory, Britain would declare war on Israel. The threat of an Anglo-Israeli war was averted by the decisive intervention of President Truman. [14]
• The British royal family has boycotted the state of Israel since its founding, although members of the royal family have made numerous official visits to Arab countries. The only exception was a private visit by Prince Philip in 1994, undertaken in support of the Oslo peace process, a new diplomatic wrapper for an old British policy aimed at the gradual destruction of Israel. • General Ivan Serov, the first chairman of the KGB and a confidant of Stalin and Khrushchev, wrote in his diaries, published in 2016: "The British government was always against the creation of Israel." [15]
• In November 2024, the British establishment, seeking to prevent the IDF from destroying Hamas, took an unprecedented step: on its initiative, the International Criminal Court (ICC) issued an arrest warrant for Israeli Prime Minister Benjamin Netanyahu. As it turned out, a group of British lawyers who coordinated the legal pressure on Israel were behind this action. [16] The ICC prosecutor himself, Karim Ahmad Khan, who signed the warrant, is a British citizen and formerly a senior Crown prosecutor. [17]

According to E. V. Gilbo, "This is clearly an English operation. They took hostages from among the military and left. And then the English sent "peaceful residents" of Gaza into the defenseless territory of Israel, who carried out a massacre of the civilian population." [18]
A similar point of view is expressed by A. I. Fursov: "The beginning of the conflict between Israel and Hamas indicates the handwriting of the British intelligence services." [19]

Thus, Henry Kissinger's statement in 2012 that "in ten years there will be no Israel" should be seen not as an eccentric antic of an odious politician, but as an expression of a consistent historical strategy of the Anglo-American establishment and its American wing, known as the US "Deep state".
CONCLUSION
The triumph of the "Deep state" marked the transformation of the United States into a semi-colony of the hidden British Empire. In these circumstances, the primary task of the nationally oriented forces that came to power in the United States in 2025 was to restore state sovereignty.
This situation was described as follows by E. V. Gilbo, answering the question of why President Trump is not taking decisive steps against Great Britain to stop its subversive activities against the United States:
"The Trump administration is currently solving the problem of leaving the semi-colonial status and restoring the sovereignty of the United States. To do this, Trump needs to solve the so-called "English question". However, given the degree of influence that Britain retains in the structures of the "Deep state", the intelligence services, the media and Masonic circles of the United States, he cannot yet afford an open conflict with the United Kingdom. Nevertheless, Trump is capable of gradually clearing American state institutions of British agents and eliminating British proxies, thereby step by step strengthening the position of the United States." [36]
We see these steps being implemented primarily where the influence of the "Deep state" is most noticeable - in the State Department and the CIA.
According to American media, the Trump administration has fired 1,307 State Department employees, including 1,107 civil servants and 246 diplomats. [38] In addition, it is planned to cut 1,200 positions in the central office of the CIA and thousands of positions in other units of the American intelligence community. [39]
President Trump has on his side not only the desire of the American people to regain their sovereignty, but also the course of History itself.
After all, the formation and triumph of the Anglo-American establishment became possible thanks to the Scientific and Technological Revolution of the late 19th - early 20th centuries, which spread capitalist relations throughout the world. The shadow establishment was a necessary part of the world capitalist system, since it removed its basic contradiction - between the international character of the world economy and the national character of states. However, in the 1960s, the Anglo-American establishment, alarmed by the growing prosperity and political agency of the middle class and the upper crust of the working class, took a course to halt the Scientific and Technological Revolution and curb Scientific and Technological Progress. On the one hand, this allowed it to extend its dominance for another 50 years. But on the other, it undermined the source of energy that fed the capitalist system, which was the environment for the existence of the establishment itself. [37]
In other words, by stopping the Scientific and Technological Revolution, the Anglo-American establishment cut the roots that fed its power, thereby making its departure from the historical stage inevitable.
